Joint Communication - No One Left Behind: Employability Strategic Plan 2024-27 (102KB, pdf)

On 13 September 2024 we published the Employability Strategic Plan 2024-2027. This plan outlines the key priorities for employability over the next three years, and identifies the action that Scottish and Local Government will take to deliver this next phase of No One Left Behind.

No One Left Behind National Discussion Events (2MB, pdf)

The Scottish Government held a total of six National Discussion Events between August and November 2023. Hosted by Local Authority partners in Edinburgh, Glasgow, Aberdeen, and Ayr, the events provided approximately 300 partners from the public, third, and private sectors the opportunity to support the next phase of No One Left Behind. The No One Left Behind National Discussion Events report summarises the discussions that took place across all six events, as well as many of the actions suggested by colleagues across the country. The feedback and ideas generated helped to inform the Scottish Government’s Strategic Plan for the future of employability, which is set to be published in Summer 2024.

Employability Shared Measurement Framework (789KB, pdf)

The Framework was first published in April 2022. In December 2022, updates were made to the data table in Annex A. These updates reflect work undertaken with Local Authorities during summer 2022 to agree the finalised data items, data reporting template and supporting data guidance. The Employability Shared Measurement Framework will play a key role in enabling the development of a system that is driven by evidence, including data and the experience of users. The Framework was a key commitment made in the 2018 Review of Employability Services, and will support a shift from multiple, separate approaches to measuring the success of services, to a coherent view of what is working for people at national, local and individual levels. This will ensure accountability through transparency of data and support improvement across Scotland’s Employability system. This will build on existing practice that is currently established in each Local Authority area.

Employability Shared Measurement Framework Data Reporting Template (721KB, xlsx)

The data template has been co-designed with Local Authority partners and is used to report data to Scottish Government on people accessing employability support under No One Left Behind. The template has two tabs. The first tab entitled ‘Participant data’ is the reporting template which is completed by Local Authorities. The second tab entitled ‘Participant data guidance’ provides supporting information on how to record data for each data item on the reporting template. This Data Guidance is also available in PDF format and is located in the Publications section of the Employability in Scotland website.

The Employability Service Design Toolkit has been developed to support partners at a local level implement our commitment to embedding the Scottish Approach to Service Design.
